Minerva E. Winger was born on 14 September 1861 in Elk Township, Clarion County.4,5 She was the daughter of John S. Winger and Sarah E. Winger.2,3 She married John Fish Phillips, son of Charles Phillips and Alice Fish, on 24 March 1884 in Christ Episcopal Church, Oil City.1 She died on 24 June 1925 in Oil City, Venango County, Pennsylvania, at age 63.6 She was buried in Grove Hill Cemetery, Oil City.6
Minerva's obituary and the 1880 census enumeration for John Winger's household state that she was the daughter of John and Sarah Winger. However, Minerva is not mentioned in either John nor Sarah's obituary. In both cases, John and Sarah's obituaries record three surviving children and in Sarah's obituary the surviving children are listed as Mrs. Adam (Lettie) Winger, Mrs. John (Sarah) Wilson, and Wesley Winger. While there is no information to explain this omission, it is possible that Minerva was a grandchild of John and Sarah, similar in circumstance to Ida Winger Rankin, who was the child of Lettie, raised as a daughter of John and Sarah. Ida, likewise, was not listed as a surviving child of John and Sarah. An added wrinkle is the fact that Minerva's obituary lists Wesley Winger as a surviving brother but does not list Ida. Wesley's obituary from 1933, however, does list Ida as a surviving sister. Alternatively, it is possible that there was a rift between Minerva and John and Sarah that would have caused her to be left out of their obituaries.4,6,7,8,9 Minerva E. Winger and John Fish Phillips lived in Siverly, Venango County, Pennsylvania.10,11,12

Christina and John moved from Westmoreland County to Beaver Township, Venango County, Pennsylvania, (now part of Clarion County) as early as September 1827 when his son Peter was baptised in the St. Paul's Reformed Church in Beaver Township.5,6
Christina and John moved from Beaver Township to Cranberry Township, Venango County, Pennsylvania, by 1840. John does not appear to have owned any land in Cranberry Township so he probably lived as a tenant or with one of his sons who had also moved to Cranberry Township in 1839. The Winger family begins moving to President Township, Venango County in about 1851 and none of the Wingers are listed on the Cranberry Township assessment lists after 1853. While John does not appear on the President Township assessment lists, it is assumed that he is living there along with his sons. By 1857, the Winger family moved across the Allegheny River and settled in Cornplanter Township, Venango County on land between Siverly and Plumer. John and Christina probably died at the "Winger settlement" near Siverlyville, Cornplanter Township.7,3,8 She was living in Wilmington Township, Mercer County, Pennsylvania, in 1870 with her daughter Jane.2
