Charles Shoemaker was born on 30 December 1741 in Odernheim am Glan, Bad Kreuznach, Rhineland-Palatinate, Germany.5,4 He was the son of Simon Shoemaker and Anna Elisabetha Kless.3,4 He married Maria Kepner, daughter of Benedict Kepner, on 22 April 1767 in Berks County, Pennsylvania.3 He died on 27 March 1820 in Windsor Township, Berks County, Pennsylvania, at age 78.1,5 He was buried in Zion United Church of Christ Cemetery, Shoemakersville, Berks County.5

Research Note:

Simon Shoemaker was the father of three Shoemaker brothers Jacob, Henry and Charles who immigrated to Berks County, Pennsylvania from Germany sometime around 1750. However, several secondary sources incorrectly conclude that these Shoemaker brothers were the grandsons of the Quaker German immigrant Jacob Shoemaker of Germantown, Philadelphia County, Pennsylvania. While other elements of those compliations can be verified by other primary sources, this connection to the Germantown Shoemaker family is in error. Unfortunately this error has been perpetuated broadly in a number of other compilation and now online media to include the family tree on Ancestry.com.6,7,8
Charles Shoemaker and his brother Henry were living in Windsor Township, Berks County, Pennsylvania, in 1767 when they first appear in the tax records. Henry operated a tavern and inn in a large stone house he built there in 1768. The structure was located on The Kings Highway which followed the Schyukill River from Philadelphia, through Reading, and continued into the widerness over the Blue Mountains. Shoemakersville was laid out around the inn. Henry and Charles also operated a grist mill and a tannery in the vicinity. Henry sold the stone house to his brother Charles who lived there until his death in 1820.9,10,11,12,13,14
Charles owned large tracks of land in Buffalo Township, Northumberland County (now part of Union County) and land near Orwigsburg, now in Schuykill County in Pennsylvania.15
Charles Shoemaker served as a member of the delegation representing Berks County at the Pennsylvania Provincial Conference held 18-25 June 1776 at Carpenter's Hall in Philadelphia. The Conference declared Pennsylvania's independence from the British Empire, mobilized the Pennsylvania militia for the Revolutionary War, and called for elections of delegates to a constitutional convention. Pennsylvania was the last holdout among the Thirteen Colonies to declare independence and this conference's action had a profound impact on American public opinion and facilitiated the issuing of the Declaration of Independence only a short time later.
Charles was elected to be a delegate to Pennsylvania's Constitutional Convention of 1776. This convention developed Pennsylvania's new frame of government and the new constitution was adopted on 28 September 1776, establishing the Commonwealth of Pennsylvania. Charles was appointed one of the Justices of the Peace of Berks County in 1777 for a seven year term. He was re-appointed and served until the adoption of the 1790 Pennsylvania Constituion. He also officiated as a Judge of the Courts from 1785 to 1790.
The State Assembly in December 1777 appointed and empowered Charles to solicit and take subscriptions for the Continental Loans to finance the war effort and counter the effects of the relentless British blockades on American commerce. Charles was successful in obtaining quiet a number of subscriptions from various citizens of Berks County to carry on the war. Further, Charles acted as one of the Commissioners who assembled at New Haven, Connecticut in November 1777 to regulare the price of commodities in the newly independent states.
Following the war, Charles represented Berks County in the General Assembly for 12 years, from 1792 to 1801 and in 1810 and 1812. He was in the Senate for four years, from 1813 to 1817, when he retired from public service.12
