     William Burgwin was born on 27 March 1828 in Shropshire, England.1 He was the son of Edward Burgwin and Sarah Jones.2,3 He married Martha D. Smith, daughter of David Smith and Mary Ann Pryer, on 2 June 1855.4 He died on 25 January 1866 in Franklin, Venango County, Pennsylvania, at age 37.1 He was buried originally buried in the old Pioneer Cemetery in Franklin, but in 1888 was reinterred in Franklin Cemetery, Franklin.5
     William Burgwin immigrated to the United States with his parents in 1832.6 He was a teacher and was principal of the Venango County Academy in Franklin.7 From 1857 to 1860 William Burgwin served as County Superintendent of Public Schools.8 In 1859 William Burgwin and Floyd C. Ramsdell purchased The American Citizen, recognized as the local newspaper of the Republican Party. They sold the newspaper in 1861.9 He was listed as the head of a family on the 1860 Census of Franklin, Venango County, Pennsylvania. The household consisted of William, his wife Martha, and daughters Luella and May.10 He served as Captain of Company E, 58th Regiment of the Pennsylvania Volunteers during the Civil War. He was discharged on 14 August 1863.11 He was elected to be state representitive from Mercer and Venango Counties in 1863 along with Charles Koonce. He served two terms.8
